I videoed these electric trains on the outskirts of New Delhi, India, on January 5, 1991.  I lived in Delhi for 3 years.  I have a few more Indian videos I can (and will) share.

What type of ?heavy? locomotive is this and where were they built? Do I recognize some Japanese influence in design?

They are examples of the WAG (freight), WAM (mixed traffic) and WAP (passenger) series of locos, most built by Indian manufacturer CLW (Chittaranjan Locomotive Work). From the late 1950s onwards Indian electrification has been a mixture of French, Japanese and more recently ABB technology riding on six axle Alco design Tri-mount trucks
