Anyone know what this is???

Saw this today on CSX intermodal Q103 (Charleston, SC to Jacksonville).  Does anyone know what it is used for?

The newest doublestack open air car for tourism, can be mated with Superliners? Its obviously a 40 foot ECU but why? Oh, I get it. It is the new Farmer John cattle car to haul oinkers to California for slaughter! The rails will beat the truckers yet!

What is the purpose? What are the workers doing?

The workers are lashing the containers to each other on the ship. The poles used can be very heavy and I understand the need for this platform. here in LA harbor and long Beach I have several friend who work as casuals and full time long shore men.

That's how they bolt the containers together on the ship? A scoffolding container like that? I wondered how that worked
